The Kelso C-7 Board of Education held two back-to-back meetings on Wednesday, August 13, 2025 — a special meeting for the annual tax levy hearing followed immediately by the regular monthly board meeting.


Special Meeting – 2025 Tax Levy Hearing

The evening began at 5:45 p.m. with the Board’s annual public hearing on the 2025 tax levy. Superintendent Dr. Kim Burger reported that the notice of hearing had been published in the Southeast Missourian and that the proposed tax rate had been reviewed and confirmed by the State Auditor’s Office.

President Elizabeth Glastetter opened the floor for public comments or questions, after which the hearing was closed.

The tax rate was proposed for $3.0000 in the incidental fund and $0.8500 in the debt service fund. The Board voted unanimously to set the 2025 tax rate at $3.8500.


Regular Monthly Meeting

At 5:50 p.m., the regular meeting was called to order by Vice President Dustin Benson. The Board approved the agenda, July meeting minutes, July expenditures, and the treasurer’s report.

Key Items Approved:

  • Secretary of the Board Report: Approval for submission to the Missouri Department of Elementary and Secondary Education (DESE).

  • Building Update: Approval of a change order to reseal and stripe the parking lot and acceptance of a window design proposal from Zoellner.

  • Bond Redemption: Authorization to redeem $75,000 of general obligation refunding bonds (Series 2020) and publish the notice of redemption.

The next regular Board of Education meeting will be held on Wednesday, September 17, 2025, at 6:00 p.m.
